Bug: Inconsistent "Create Action" Button Behavior Across Components

In some cases, it correctly creates a button with a URL, while in others, it generates a card or label that only contains information. This inconsistency can confuse users and lead to misinterpretation of the button’s function.

To fix this, the label should be adjusted to match the actual functionality. Only components that create a button with a URL should display "Create Action," while those that add informational elements should use a more accurate label, such as "Add Label" or "Add Card."
